A few of the many businesses we've worked with, big and small

The marketing problems we see in public sector

Same patterns turn up over and over. If any of these sound familiar, you're in the right place.

01. Procurement makes everything harder than it needs to be

Frameworks, tenders, evaluation panels. We've been through it. We can pitch into open tenders, sit on G-Cloud or work direct under threshold.

02. Internal sign-off chains kill momentum

Comms team, legal, senior management, sometimes ministers. We build review cycles that fit your governance instead of fighting it.

03. Accessibility isn't optional and most agencies fake it

WCAG 2.2 AA is a legal requirement. We build to it from the ground up, not as a bolt-on at the end. Real keyboard navigation, real screen reader testing, real colour contrast.

04. The public are paying for this and they will notice

Public sector spend gets scrutinised. We'd rather build something honest and effective than something flashy that ends up in a Private Eye sidebar.

Marketing for public sector: what we know

Public sector is one of our specialist areas. We've supported NHS bodies, Cheshire West and Chester Council, Cheshire Fire and Rescue Service, the Swedish Coast Guard - just to name a few - with their marketing. We understand procurement, WCAG accessibility requirements, GDPR, FOI implications and the kind of internal sign-off chains that make agency life interesting. Marketing that stands up to scrutiny without losing its impact.

Common questions from public sector clients

Are you on any procurement frameworks?

We work with public sector bodies under the threshold direct, and we’ll happily quote for open tenders. We’re planning to join G-Cloud but are happy to discuss frameworks that suit your procurement route. If you need a specific framework supplier, we can partner as well.

Do you actually understand WCAG?

Yes. We build to WCAG 2.2 AA as a baseline on every site, not just public sector ones. That means proper Semantic markup, keyboard navigation, Screen Reader testing, Sensible colour contrast, and clear focus states. Manual testing using NVDA and VoiceOver, not just automated scans.

Can you handle GDPR and FOI properly?

Yes. We sign DPAs as standard, host within UK/EU, and keep data flows minimal and documented. We understand that anything we produce could end up in an FOI response, and we work accordingly.

Do you work with NHS bodies specifically?

Yes. We’ve delivered work for NHS clients and we understand NHS Identity Guidelines, the constraints around clinical content, and the way patient-facing comms need to be reviewed. Happy to share specifics under NDA.

Can you support our existing in-house team rather than replace them?

That’s a big chunk of our public sector work, actually. Comms teams that need extra hands during a campaign, design support for a major launch, technical work the in-house team doesn’t have capacity for, regular social content so the marketing team has one less thing to juggle. Flexible engagement models, no minimum spend.

Will you respect our governance and sign-off processes?

Yes. We expect and budget for them. Public sector review cycles take time, and we plan timelines accordingly. Honest about turnaround, and there are no surprises when something needs an extra round of approvals. We don’t have any caps or limitations on alterations or amendments

The Cheshire Cat Marketing team
Meet the agency

The people behind your marketing

We're a boutique, women-led agency in Cheshire, running since 2016. We started because we'd seen too many small businesses burn through agency budgets and end up with a slow site and a stack of invoices.

Public sector is one of the sectors we know best. You deal with a senior person who stays on the work start to finish, not an account manager passing messages along.

  • Five-star rated, every review 54 reviews across Google and Facebook. Not one of them below five stars.
  • Award-winning Shortlisted more times than we can neatly list, and we've taken a good few home.
  • Everything done in-house No freelancers, no white-label, nobody you've never met touching your account.
  • Outspoken, honest support We'll tell you when something won't work, even when it'd be easier to take the money.

I just want to say, the guys over at Cheshire Cat Marketing are amazing! I couldn’t have asked for a better bunch of people to constantly be in contact with. Whether it was checking up on me and my business or being open to listening to my ever changing ideas! Everything in between too! I would recommend them to anyone wanting, social media or anything marketing wise for your business!

I’ve just phoned and spoken to Rhi, who has been absolutely incredible! I phoned to cheekily ask for some advice, as I am fundraising for a charity event. She was incredible, offering advice, guidance and ideas. The support was truly incredible and has allowed me now to hopefully generate more publicity and support for the event I am supporting.I am in awe of her friendly disposition and her generosity of her experience. Her entire demeanour was approachable and supportive and offered a true unique perspective, whilst being situational and economically aware. So pleased, and touched to have had such a wonderful and postive interaction and would encourage anyone to use their services again.

The Cheshire Cat team are fantastic. They really care about understanding your business and doing a great job. Each time they send me some posts to approve I'm always thrilled with the results - and with 20+ years marketing experience, I'm not an easy person to please! We've seen our followers steadily grow whilst we've been working with them - recommended!
